Nobody caught it during filming. The director didn’t stop the take. The script supervisor logged it as a minor variation and moved on. It went into the edit as filmed.

It was only in post-production, during a routine review of the final episode’s dialogue, that someone noticed the line didn’t match the page. By that point, the episode was nearly locked.

Changing it would have required ADR — additional recorded dialogue — and a restructuring of the scene’s audio that nobody wanted to undertake at that stage of production.

More importantly: the line was better than what was written.

The showrunner approved it. The network approved it. And the last thing Frank Reagan ever said — words that Tom Selleck added himself, in the moment, on the final day — aired exactly as he said them.
